The Unified National Grid Operational Procedures project established Libya’s first comprehensive set of standardised operating procedures for the national electricity grid. The initiative created a unified framework governing how generation, transmission, and distribution units operate, communicate, and respond to changing system conditions. These procedures strengthened operational consistency across all regions and provided a clear reference for engineers, operators, controllers, and decision-makers, enhancing grid reliability and reducing the risk of system-wide failures.
This project was led by Dr. Mahmud Elwerfelli, Expert in Energy Transition, Power Sector Reform, and Environmental Policy, and was implemented by Pragma Corporation and funded by USAID, providing Libya with the foundational operational framework necessary to improve stability, coordination, and safety across the national grid.
Before this initiative, Libya’s electricity system operated without a fully harmonised set of operational procedures, leading to inconsistent practices across control centres and field teams. This project filled that gap by designing a unified procedural framework covering the full range of grid operations.
The procedures address key areas such as system protection, load management, switching operations, emergency response, communication protocols, voltage and frequency control, and coordination between national and regional centres. They were developed through technical assessments, field consultations, and alignment with international best practices.
The resulting framework improves clarity of responsibilities and minimises operational risks by ensuring that every operational unit works under the same rules and standards. Training and orientation sessions helped embed the procedures into daily practice, strengthening the capacity of national teams.
