The National Grid Resilience Assessment Report provided Libya with the first comprehensive evaluation of the electricity grid’s ability to withstand operational stress, emergencies, and long-term structural weaknesses. The report analysed system vulnerabilities, operational risks, and infrastructure gaps, and offered actionable recommendations to strengthen grid reliability and resilience. It has since become a key reference for GECOL, guiding strategic decisions on maintenance, investments, and operational planning.
This work was led by Sami Khaled, Senior Power Systems and Renewable Energy Advisor, and was implemented by Pragma Corporation and funded by USAID, delivering essential insights to support Libya’s efforts to build a more stable and resilient electricity grid.
The report examined the performance of the national grid across generation, transmission, and distribution systems, identifying areas requiring reinforcement to maintain long-term stability. It evaluated factors such as system protection, emergency response, technical losses, infrastructure condition, and operational procedures.
Drawing on field data, technical diagnostics, and institutional interviews, the assessment provided a holistic view of the grid’s resilience challenges. It also highlighted the capacity needs within operational teams and provided a roadmap for improving system readiness, enhancing reliability, and preventing widespread outages.
The resulting recommendations became instrumental in shaping grid-stabilisation actions, informing maintenance plans, and improving the alignment of operational units across GECOL.
