The Support to Renewable Energy Development initiative played a foundational role in enabling Libya’s transition toward modern, clean energy systems. The program centred on creating a robust public-private partnership (PPP) framework to open the renewable energy sector to private investment and accelerate the development of solar and wind projects nationwide. It established the legal, regulatory, and institutional foundations required for effective PPP engagement, ensuring transparent procurement, clear institutional roles, and bankable project structures. By strengthening the enabling environment and preparing the national grid for renewable integration, the initiative laid the groundwork for large-scale private-sector participation in Libya’s clean energy future.
This program was led by Dr. Hamza Khalfalla, Senior Renewable Energy and Environmental Expert, and was implemented by Pragma Corporation and funded by USAID, supporting national institutions in advancing renewable energy deployment and building a modern, sustainable energy sector.
This nationwide effort laid the groundwork for Libya’s renewable energy market by building the essential frameworks required for large-scale development. A major pillar of the program was the creation of a robust legal framework for public-private partnerships (PPPs), enabling private-sector participation in solar and wind power projects.
The initiative also introduced guidelines, procedures, and technical requirements for renewable energy procurement, including tendering and project evaluation processes. In addition, the program supported institutional coordination between government entities, REAOL, and GECOL to ensure that renewable energy projects align with national energy planning and grid requirements.
By promoting renewable integration into the national grid, the program helped improve long-term energy security, reduce reliance on fossil fuels, and position Libya on a credible pathway toward sustainable power generation.
