The National Strategy for Renewable Energy & Energy Efficiency (NSREEE) provides Libya with its first unified, long-term vision for transforming the national energy sector. It establishes clear pathways for expanding renewable energy deployment, improving energy efficiency, enhancing grid stability, and strengthening the country’s ability to meet future electricity demand sustainably. Developed with national institutions, the strategy supports Libya’s transition toward a diversified, low-carbon energy mix while improving economic resilience and environmental performance.
This strategy was led by Dr. Mahmud Elwerfelli, Expert in Energy Transition, Power Sector Reform, and Environmental Policy, who served as the principal implementing expert for the Renewable Energy Authority of Libya and the Ministry of Planning. The project was implemented by Pragma Corporation and funded by USAID, supporting national institutions in shaping a long-term vision for Libya’s clean energy future.
The NSREEE outlines a comprehensive national framework for renewable energy and efficiency development across key sectors, including electricity, industry, buildings, transport, and water. The strategy sets targets, policies, governance mechanisms, and implementation structures to ensure a coordinated national approach.
It identifies renewable energy as a strategic pillar for improving energy security and economic competitiveness while reducing reliance on fossil fuels. The plan also emphasises the importance of energy efficiency as the most cost-effective and immediate tool for reducing national consumption, lowering public expenditure, and enhancing environmental sustainability.
The document integrates technical, economic, financial, and regulatory considerations, providing a long-term national vision anchored in realistic delivery plans. It also outlines institutional roles for ministries, regulators, REAOL, GECOL, and other national entities to ensure alignment and coherence across government.
