The National Municipal Elections Implementation Project supported Libya in organising and delivering municipal elections during a period of political and security instability. Through the Central Committee for Municipal Elections (CCMCE), the project built operational systems, trained thousands of staff, and ensured that elections were implemented professionally, transparently, and in line with national legislation.
This work was led by Dr. Otman Gajiji, Senior Advisor for Municipal Development and Governance Systems, whose extensive leadership in election management and institutional reform guided the development of procedures, staff training, and integrity mechanisms that strengthened local governance and citizen participation.
As Libya advanced its decentralisation reforms, municipal elections became a vital foundation for strengthening local governance. This project played a central role in ensuring that the electoral process was technically sound, inclusive, and effectively implemented. It designed and managed election procedures, established electoral committees across more than one hundred municipalities, and trained over one thousand semi-permanent staff along with more than thirty-five thousand polling-day personnel. The project also developed voter education materials, coordinated complex logistics across wide geographic areas, and implemented systems for candidate registration, polling, vote counting, and reporting, all while ensuring compliance with electoral legislation and transparency standards.
Despite limited resources and fluctuating security conditions, the project successfully conducted elections in the majority of municipalities. Its efforts strengthened local governance, increased public participation, and helped lay the groundwork for more accountable and community-responsive institutions across Libya.
