The Local Readiness Assessment & Polling Day Training Programme supported Libya’s municipal election cycle by assessing local capacities nationwide and preparing thousands of polling staff for effective election day operations. Implemented through the Central Committee for Municipal Elections (CCMCE), the initiative strengthened local readiness, improved institutional capability, and ensured that polling centres functioned smoothly, consistently, and transparently.
This work was led by Dr. Otman Gajiji, Senior Advisor for Municipal Development and Governance Systems, whose experience in electoral management and institutional reform guided the design of assessment tools, training processes, and operational systems that enhanced the professionalism and reliability of municipal elections across the country.
Effective elections depend on the readiness of local teams, infrastructure, and logistics. This programme strengthened these foundations through nationwide readiness assessments that evaluated staff capacity, polling-site conditions, security factors, logistics, accessibility, and compliance with procedures. The findings guided targeted support to ensure municipalities were fully prepared for polling day.
The programme also trained more than thirty-five thousand polling-day staff in their local districts, covering polling procedures, voter verification, ballot handling, inclusion, security coordination, and transparent vote counting. Together, the assessments and training greatly improved the consistency, reliability, and professionalism of municipal elections across the country.
