The e-Government Development Project supported Libya’s efforts to modernise public administration by developing digital systems, institutional frameworks, and secure information infrastructure. Working with key government bodies, the project strengthened digital readiness, improved service delivery, and laid the groundwork for a unified national e-government platform.
This work was led by Dr. Otman Gajiji, Senior Advisor for Municipal Development and Governance Systems, whose extensive experience in ICT, public-sector reform, and digital transformation guided the design of systems, standards, and institutional mechanisms that advanced Libya’s transition toward transparent, technology-enabled governance.
Public institutions in Libya have long struggled with fragmented systems, paper-based processes, and limited digital integration. The e-Government Development Project addressed these challenges by creating a structured approach to digital transformation and strengthening technical and institutional capacities. Core activities included designing e-government architecture, developing national standards for secure transactions and data protection, reinforcing the National Information System framework, and delivering ICT and cybersecurity workshops across ministries.
The project also improved digital governance, promoted interoperability, and supported the digitalisation of administrative procedures to enhance efficiency and public accessibility. By focusing on secure data systems, modern legal frameworks, and skilled personnel, the initiative laid the institutional foundations needed for long-term, sustainable digital transformation in Libya.
