The National Solar Water Heating Program is a large-scale initiative designed to expand the use of solar thermal systems across residential households in Libya. By promoting solar water heating, the program aims to reduce electricity demand, enhance national energy security, and support the country’s transition toward clean and sustainable energy solutions.
This program was led by Ed Elrahal, Senior Energy Policy and Institutional Reform Expert, who served as the lead implementer under the project delivered by Chemonics International and funded by USAID.
The program introduces a structured approach to deploying thousands of solar water heating units throughout Libya, creating a reliable alternative to electric water heating. This initiative not only supports grid stability but also helps reduce greenhouse gas emissions and improves long-term energy affordability for households.
The program was developed using a robust economic and financial model that sets a national framework for cost-sharing between consumers and government support. This approach ensures affordability while promoting market growth for solar technologies. The model also integrates low-cost financing options through certified banking institutions, enabling wider consumer participation.
Implementation is coordinated by REAOL and the Ministry of Economy, with financial institutions providing essential support for consumer financing and subsidy mechanisms. Public awareness campaigns and national reporting systems ensure transparency, adoption, and measurable progress toward renewable energy targets.
