The National Energy Efficiency Action Plan (NEEAP) sets Libya’s first comprehensive roadmap for reducing national electricity consumption by 20 percent by 2028. It introduces a structured policy and implementation plan designed to improve energy efficiency, reduce government subsidies, strengthen institutional capacity, and align Libya with regional and international best practices in sustainable energy.
This plan was led by Ed Elrahal, Senior Energy Policy and Institutional Reform Expert, who served as the lead implementer under the project delivered by Chemonics International and funded by USAID.
The NEEAP establishes Libya’s national framework for achieving energy savings through a combination of institutional reform and technical interventions. It is anchored on four strategic thrusts: strengthening institutional frameworks and capacity, supporting sustainable funding mechanisms, promoting private sector investment, and implementing energy efficiency programs across all major sectors.
The plan was developed using top-down national energy assessments, detailed analysis of national indicators, electricity consumption patterns, and international models for effective energy efficiency policy, ensuring that Libya’s approach aligns with global best practices.
