The LED Lighting Program is a national initiative designed to reduce electricity consumption and carbon emissions by replacing 30 million incandescent and CFL lamps with high-efficiency LED lamps across Libyan households. The program strengthens system reliability, reduces national energy demand, and contributes directly to Libya’s climate commitments and long-term sustainability goals.
This program was led by Ed Elrahal, Senior Energy Policy and Institutional Reform Expert, who served as the lead implementer under the project delivered by Chemonics International and funded by USAID.
With lighting accounting for a significant share of global electricity use and greenhouse gas emissions, Libya’s LED Lighting Program represents one of the most cost-effective national actions for energy savings. Endorsed by the Ministry of Economy and Industry, the program bans the import of incandescent lamps and accelerates the country’s shift toward modern, efficient lighting technologies.
This initiative is part of Libya’s broader energy efficiency strategy and will be implemented jointly by GECOL and the National Center for Libyan Standards, ensuring that LED lamps meet high-quality performance and safety standards. Through public awareness campaigns, national workshops, and media outreach, the program promotes consumer adoption and builds national understanding of the economic and environmental benefits of LED technology.
