This project represents a strategic milestone in Libya’s transition toward a green and circular economy. It establishes a national policy framework that translates the provisions of Law No. 15 of 2003 on the Protection and Improvement of the Environment into actionable policies, measurable targets, and a national roadmap extending to 2040. The framework aims to balance industrial development with environmental protection, strengthen climate resilience, and enhance national competitiveness by aligning Libya’s policies with the European Green Deal, the Carbon Border Adjustment Mechanism (CBAM), and global sustainability and trade standards.
This work was led by Dr. Mahmud Elwerfelli, Expert in Energy Transition, Power Sector Reform, and Environmental Policy, who served as the main implementing expert for the Green Forward Project, implemented by Expertise France and funded by the European Union in Libya.
The framework is built around five strategic goals that drive Libya’s shift toward a green and circular economy. These include the gradual reduction of industrial emissions through measures such as energy efficiency improvements, increased integration of scrap metal, the adoption of clean hydrogen, and the deployment of carbon capture technologies. It also prioritises the protection of national exports by ensuring that Libyan industries comply with evolving international environmental standards, especially those linked to global trade and climate policies.
In addition, the framework supports the establishment of a National Monitoring, Reporting, and Verification (MRV) system to unify environmental data and strengthen transparency. It promotes the creation of green jobs through targeted training and capacity-building programs, while positioning the iron and steel sector as a national laboratory for piloting scalable circular economy policies that can later be applied to key industries including cement, chemicals, and construction materials.
Developed 13 integrated national policies across five pillars: emissions reduction, regulatory frameworks, green finance, innovation and technology, and knowledge and society.
Designed a three-phase roadmap (2026–2040) covering short-, medium-, and long-term milestones.
Defined a governance model assigning clear institutional roles for ministries, agencies, and research bodies.
Proposed a comprehensive financing mechanism combining national funds, international resources, public–private partnerships, and green financial instruments such as green and environmental bonds .
