The Curriculum Design and Training on Legal, Regulatory, and Market Reform project developed a comprehensive learning framework to strengthen national capacity in electricity sector governance. The curriculum equips policymakers, regulators, and senior utility staff with the knowledge and tools needed to implement sector reform, regulatory oversight, and market transition.
This work was led by Faez Alghadamisi, Senior Advisor for Restructuring and Digital Transformation, and was implemented by Pragma Corporation and funded by USAID, supporting national institutions in building the legal and regulatory skills essential for a modern electricity sector.
Libya’s electricity sector is undergoing major transformation, including unbundling, regulatory reform, tariff restructuring, and the adoption of modern governance practices. This curriculum was developed to ensure national institutions have the knowledge and skills needed to navigate these changes and support the transition toward a transparent, efficient, and well-regulated electricity sector.
The program introduced structured training modules covering key topics such as sector governance, independent regulation, legal frameworks for restructuring, electricity market models, licensing, tariff methodologies, consumer protection, transparency tools, public-private partnerships, and renewable energy integration. Training combined theory with practical case studies, regulatory simulations, and hands-on exercises, providing ministries, regulatory bodies, and utility leaders with tools they can apply directly in their institutional roles.
