The Curriculum Design and Training for Power System Operators project developed a complete, modern training framework to equip Libya’s control room operators, engineers, and technical staff with the knowledge and skills needed to manage a complex and evolving power system. The initiative aligned training content with real operational challenges, international best practices, and Libya’s long-term energy transition.
This work was led by Sami Khaled, Senior Power Systems and Renewable Energy Advisor, and was implemented by Pragma Corporation and funded by USAID, building national capacity to operate the grid safely, efficiently, and in preparation for greater renewable energy integration.
Power system operators play a critical role in maintaining grid stability, responding to disturbances, balancing load and generation, and ensuring reliable electricity supply. Before this program, operator training in Libya lacked structure, consistency, and alignment with modern operational needs. The project responded by introducing a fully structured curriculum covering power system fundamentals, grid operations and control, switching and safety procedures, system protection, emergency response, load forecasting, communication protocols, SCADA operation, and readiness for renewable energy integration.
The curriculum was developed through technical assessments, operator interviews, international benchmarking, and alignment with unified national procedures. It included practical modules, simulations, case studies, and evaluation tools, while also preparing national trainers and establishing institutional frameworks to ensure the program can be delivered sustainably across Libya’s electricity sector.
