The Workforce Realignment and HR Transformation Plan provides a comprehensive roadmap for restructuring and modernizing human resources across Libya’s electricity sector. The plan ensures that the sector’s workforce is aligned with operational needs, organisational restructuring objectives, and the future requirements of a modernised and potentially unbundled electricity industry.
This work was led by Faez Alghadamisi, Senior Advisor for Restructuring and Digital Transformation, and was implemented by Pragma Corporation and funded by USAID, supporting national institutions in building a capable, efficient, and future-ready workforce.
GECOL and the wider electricity sector have long faced challenges such as uneven workforce distribution, overlapping roles, and outdated HR systems. The plan addresses these issues by introducing a modern human-capital strategy that strengthens operational performance and prepares staff for future sector reforms. It includes a full assessment of workforce structures, skills, productivity, and alignment across all business units.
The plan sets out a phased approach to modernise HR through updated job roles, competency frameworks, training pathways, workforce optimisation, performance evaluation tools, and change-management measures. It also prepares the sector for cost-centre structures and future unbundling by ensuring each entity has the right staffing and capabilities.
