Project Overview
The Operational Plan for the New Electricity Regulator establishes the practical blueprint for launching and running Libya’s independent regulatory authority. The plan defines the institutional structure, operational processes, staffing requirements, and core regulatory functions necessary for the regulator to carry out its mandate effectively. It serves as the foundational document guiding the regulator’s first years of operation and ensuring its readiness to oversee a modernised electricity sector.
This work was led by Faez Alghadamisi, Senior Advisor for Restructuring and Digital Transformation, providing national institutions with the technical, organisational, and digital frameworks required to operationalise an effective and transparent electricity regulator.
Following the drafting of the Electricity Law and the decree establishing the regulator, this project focused on turning the legal framework into a functional, operational institution. The plan outlines how the regulator will execute its responsibilities, including tariff oversight, licensing, market monitoring, consumer protection, dispute resolution, data governance, and performance evaluation.
It provides detailed recommendations on internal departments, operational workflows, technical competencies, staffing plans, and resource needs. The plan also includes a phased approach for institutional development, ensuring the regulator can grow its capacity while maintaining independence and transparency.
Importantly, the operational plan defines the regulator’s relationship with GECOL, REAOL, the Ministry of Electricity, private investors, and consumers, ensuring clear communication channels and well-defined decision-making processes.
