Dr. Otman B. Gajiji is a governance and technology specialist with more than three decades of experience in local government reform, municipal elections management, and digital transformation. His work focuses on strengthening institutional capacity, promoting participatory governance, and advancing transparent, technology-driven public systems in complex environments.
As Chairman of the Central Committee for Municipal Elections in Libya, Dr. Gajiji successfully led the design and implementation of municipal elections across one hundred constituencies under challenging conditions. He oversaw staff training for thousands of election officials, managed field operations and logistics, and introduced systems to ensure integrity, efficiency, and citizen participation in local governance processes.
He previously served as Chairman of the High National Elections Commission, where he helped establish the legal and institutional foundations for Libya’s first post-revolution national elections. His leadership extended to advisory roles with international partners, including DAI and UNICEF, where he supported programs on social protection reform, local service delivery, and institutional strengthening.
Dr. Gajiji also brings deep expertise in ICT infrastructure, e-government systems, and public-sector modernization, developed through his tenure with the General Information Authority and the National Economic Development Board. As founder of Ishara Consultancy Services, he has provided strategic guidance on local development planning, civil society empowerment, and socioeconomic data systems for municipalities and international organizations.
