Founder, Managing Director & Expert in Energy Transition, Power Sector Reform, and Environmental Policy
Dr. Mahmud Elwerfelli is the Founder and Managing Director of Green Power Associate, bringing over two decades of international experience in energy policy, electricity sector reform, and renewable integration. He is a recognized expert in power system planning, market operations, and institutional development, with a career that bridges strategic policymaking and technical excellence.
Dr. Elwerfelli has led major donor-funded initiatives with USAID, Expertise France, the EU, and UNDP, guiding governments, utilities, and regulators across North Africa and the Middle East through energy transition, governance reform, and sustainability frameworks. His leadership has been instrumental in advancing key national reforms including the Electricity Law, the independent regulator framework, and the National Strategy for Renewable Energy and Energy Efficiency (NSREE).
Prior to founding Green Power Associate, Dr. Elwerfelli held senior executive and advisory positions with the General Electricity Company of Libya (GECOL) and National Grid UK, where he managed power system operations, generation planning, and high-voltage grid stability. His expertise integrates policy analysis, financial modelling, and project management, ensuring that each initiative aligns technical innovation with economic and environmental sustainability.
He holds a Ph.D. in Electrical Power Systems from the University of Bath, an M.Sc. in Electrical Power Engineering from the University of Newcastle, an M.Sc. in Renewable Energy from the Renewable Energy Institute (UK), and an MBA from Ain Shams University. Dr. Elwerfelli is also a certified Project Management Professional (PMP), Public–Private Partnership (PPP) Specialist, Advanced Financial Modeler (FMI), and PMI Professional in Business Analysis (PMI–PBA).
Under his leadership, Green Power Associate delivers integrated solutions in consultancy, research, and capacity building, promoting inclusive, evidence-based, and financially sound strategies for sustainable energy systems and green economic growth.
