Senior Advisor, Project Management and Social Development
Eng. Abdulraouf Miloud Shaheen is a senior project management and energy sector professional with more than two decades of experience in engineering, institutional development, and sustainable infrastructure planning. He has played a leading role in the modernization of Libya’s power sector through strategic planning, research, and performance improvement initiatives.
As Director of the Department of Technical Research and Studies at the General Electricity Company of Libya (GECOL), Eng. Shaheen has overseen national programs on energy system optimization, digital transformation, and infrastructure reliability. His career combines technical leadership with expertise in project design, implementation, and monitoring, ensuring the alignment of technical progress with sustainable and social development objectives.
Eng. Shaheen worked with the United States Agency for International Development (USAID) on programs aimed at enhancing institutional effectiveness and integrating social and gender analysis within national energy and infrastructure projects. His contributions supported the development of gender-sensitive planning tools, stakeholder engagement frameworks, and inclusive policy mechanisms to strengthen community participation in the energy transition.
Eng. Shaheen holds a Master’s degree in Engineering Project Management from the Libyan Academy and a Bachelor’s degree in Mechanical and Industrial Engineering from the University of Tripoli. His professional approach integrates technical excellence, organizational innovation, and social inclusivity, contributing to the advancement of sustainable energy systems and equitable development outcomes.
